Can Felons Enter Foreign Countries?

Generally speaking, felons will most likely be denied entry into foreign countries.

American felons can get a passport unless they have been convicted of treason or expatriating type offenses.  However, that doesn’t mean other governments will permit entry.

Foreign governments have the right to establish their own guidelines for those they allow to visit or immigrate into their respective countries.  Entering a foreign country is a privilege they extend to visitors – not an inherent right.

Most recently in the news Japan declined Paris Hilton’s entry subsequent to her recent drug conviction in Las Vegas.

Canada even denies those convicted of misdemeanor DUI as it is considered a felony in Canada.

Pop Star Chris Brown was not allowed to enter countries in Europe due to his felony conviction and had to cancel his tour.

And China has banned Brad Pitt (for the movie 7 Years in Tibet), Martin Scorsese (for the film Kundun), Harrison Ford (for testifying before Congress on behalf of independent Tibet) and Richard Gere (for being a follower of the Dalai Lama and supporting Tibet Independence).

Of course you don’t have to be a country to ban someone – Ozzy Osborne was banned from San Antonio, Texas in 1982 for urinating on a historic landmark near the Alamo.  He was also wearing his wife’s dress and pumps because she hid his clothes so he wouldn’t go out and get drunk before a concert.  Just for the record, he redeemed himself a decade later with a donation to the Daughters of the Republic of Texas and performed in San Antonio for his Farewell Tour.
